Ralls-Terna tiff over Oregon wind farm project moves to New York

The legal battle over an Oregon wind farm project has spilled over into a new venue, as the Chinese-owned developer sued the subsidiary of a Greek company in federal court in New York.
More important, in the view of the Chinese firm, Ralls Corp., the New York judge has blocked the sale of its Texas wind farm project, which had been scheduled for later this week. Terna Energy USA Holding told Ralls it would sell Ralls’ Texas project to satisfy the debt it said it was owed when the sale of the Oregon project was blocked by the Obama administration.
The fight moved to New York when a federal judge in the District of Columbia ruled last week that it was the wrong venue to hear Ralls’ case against Terna.
The dispute centers over the sale and development of four wind farm projects near the Naval Weapons Systems Training Facility, an aircraft training range in a remote part of northern Oregon. President Obama intervened to block the development by Ralls on national security grounds.
