Councillors are being advised to oppose plans for a 30-turbine wind farm south west of Kirkconnel.
Burcote Wind Renewables says the site at Sandyknowe has the potential to meet the energy needs of more than 40,000 homes as well as creating jobs.
The application is currently being considered by Scottish ministers.
Planning officials for Dumfries and Galloway Council say the scheme would have an impact on the landscape and are advising that an objection be lodged.
