A 130-turbine wind farm has been proposed for the eastern Mount Lofty Ranges, north-west of Mannum.
The proposed development by TrustPower Australia is planned for an area between Sanderston, Palmer and Tungkillo.
TrustPower is involved with the Snowtown wind farm.
It says the $700 million Palmer wind farm could produce enough energy for more than 250,000 properties.
Mid Murray Council CEO Russell Peate said its Development Assessment Panel will decide if the project could progress.
TrustPower said there would be community consultation before it lodged a formal development application at the end of the year.
