Wind turbine issue creates discord between border towns

Philippe Dutil, the mayor of Stanstead, wants the Town of Derby, Vt. to take a position on the industrial-sized wind turbines a Burlington company wants to erect in Derby Line. It might not happen in the near future.
The Derby board of selectmen voted 3-1 at a special meeting on Wednesday, May 2, to stop negotiations with Encore Redevelopment for annual payments to the town. Brian Smith, the chairman of the board, did not vote. Selectmen say, however, that was not an official vote against the proposed project.
Encore has applied to the Vermont Public Service Board (PSB), the body that regulates utilities, for a certificate of public good to erect two 400-plus-foot turbines in farm fields within a few hundred feet of Canadian homes. The proposal has been contentious on both sides of the border. Neighbours have expressed concerns over shadow flicker, noise, aesthetics, decreasing property values and possible health effects.
And it may be causing a rift between the neighbouring cross-border communities.
