County establishes moratorium on new wind turbines

The Pennington County Commission has established a 90-day moratorium on new wind turbines as it works on an ordinance governing wind farms.
Commissioners said they were worried about a rush of developers trying to get approval for wind towers before new rules go into place.
The first reading of that ordinance was pushed back Tuesday and is scheduled for the May 3 commission meeting.
