Is Horizon Wind really a Texas-based company?

I just finished reading Brett Boese’s P-B article posted Jan. 20 with the headline, “Three large new wind projects planned for SE Minnesota.”
Within that article, Mr. Boese mentions “Horizon Wind, a Texas-based company.” This statement may be true. However, EDP-Energias de Portugal SA, bought Horizon Wind Energy LLC of Texas from Goldman Sachs Group Inc. for $2.15 billion back in 2007.
As I find this statement misleading, I would appreciate the P-B putting more information in front of the public by presenting the WHOLE story.
