Councillors have rejected plans for a 15-turbine wind farm near Moffat in Dumfries and Galloway.
The proposals at Minnygap on the Annandale Estate provoked more than 200 letters of objection.
RES Developments Ltd said the scheme could meet the electricity needs of more than 15,000 homes.
Planning officials voiced concerns over the visual impact of the plan. The company can appeal against the council decision to the Scottish Government.
