A hearing has resumed in a Victorian tribunal to review a proposal by a German company for a wind farm near Yarram in south-east Victoria.
Wellington Shire Council has refused an application by Synergy Wind to build nine turbines at Devon North.
The company is arguing that council supported the plans two years ago.
Synergy Wind says it has spent up to $500,000 on the planning process, only to be knocked back.
The matter was partly heard in the Victorian Civil and Administrative Appeals Tribunal last month.
