The most common regulation of wind turbine placement is in limiting how close they can be to dwellings, wetlands, eagle nests, roads and paths, workplaces, schools, parks, etc.[1]

The first consideration is safety, in case of blade failure, fire, or tower collapse.[2] Other safety concerns include icing and consequent shedding in northern climates and aircraft, not only near airports but also in farming areas where crop-dusting is common and in rural areas dependent on helicopter ambulance service.

Setbacks should further address noise, shadow flicker, and aesthetics, as well as the effects of several wind turbines instead of just one.
