Remember that the DEP limit already represents a substantial increase over the preexisting ambient sound levels, which is likely to have around 35 dB or less. An increase in noise level of more than 6 dB causes widespread annoyance and disruption. An increase of 10 dB is perceived as a doubling of noise level.
