U.K. delays permit decision for Dogger Bank South project

One of the world’s largest planned offshore wind farms has suffered a setback after an imminent decision on planning consent for the RWE project was delayed.

The UK government announced today that it is pushing back the deadline to issue a Development Consent Order for the 3GW Dogger Bank South project by over three months.

The decision had been due on 10 January but energy secretary Ed Miliband will now have until 30 April under the new deadline set.

RWE has been developing the Dogger Bank South array in two 1.5GW phases around 100km off the North Yorkshire coast in the UK North Sea. Emirati renewables giant Masdar holds a 49% stake in the project.

This is not the first planning delay to hit the massive array. A lawyer for RWE said he was “shocked” and accused planning officials of “making a mistake” after the consenting process was set back by a seabirds related issue in 2024.

Dogger Bank South has – as is the case for many planned offshore wind arrays – had to battle concerns over wind wakes it will generate affecting neighbouring projects and interference it could cause radar systems.

The government did not specify in its statement if there was a particular issue or concern behind the new delay.

In a statement issued to Recharge, an RWE spokesperson said: “RWE and Masdar are disappointed by the Secretary of State for Energy Security and Net Zero’s decision to delay the Development Consent Order for the 3GW Dogger Bank South offshore wind farms.

“The partners will continue to work with the Department for Energy Security and Net Zero and relevant stakeholders to provide any information required to progress the projects, which have the potential to power around three million homes and support thousands of jobs.

“We remain committed to supporting the energy transformation in the UK.”

The project was still eligible to bid in the UK’s AR7 offshore wind auction, results from which are due on 14 January. This is because of changes in the rules for the Contracts for Difference scheme implemented last year allowed fixed bottom offshore wind projects to bid before obtaining planning consent.
