Galloo Island wind project ‘withdrawn’

The long-debated Galloo Island wind farm in the Town of Hounsfield is apparently dead.

Lawyers for the company proposing the wind farm sent a letter to the state Public Service Commission Friday stating “that Gallloo Wind formally withdraws its Article 10 Application and is no longer seeking a Certificate of Environmental Compatibility and Public Need.”

“Article 10” is the provision of state law under which large wind farms are approved.

Apex Clean Energy proposed a 30 turbine, 108 megawatt project for the island, but ran into concerted opposition from some property owners and residents along the shore of Lake Ontario stretching down to Henderson Harbor. They said the project would ruin the view, and pose other environmental hazards.

In response to emailed questions from 7 News, a spokeswoman for Apex Clean Energy said “We continuously review our development assets to maintain the proper balance of risk and opportunity in our nation-wide portfolio of development assets, and when adjustments are required we make them.”

“During a recent review, we recognized a need to adjust the project schedule, and we have now done so with the intent of completing development and realizing a commercial opportunity in the future.” The spokeswoman did not specify when, or under what circumstances, the project might be revived.

The spokeswoman said the decision to withdraw the permit application was not influenced by project opposition.

While it is technically possible to restart an Article 10 proceeding, to do so would be time consuming and costly. The project was proposed in June, 2015.
