Solano supervisors deny wind firm’s $711K tax refund claim

FAIRFIELD – Solano County supervisors rejected a wind turbine company’s tax refund claim Tuesday of nearly $711,069.

County Counsel Dennis Bunting explained that the firm, Solano Wind LLC, does not think the fair market assessment should not include tax credits and other incentive amounts. Bunting said the courts have ruled against that argument.

The company, which owns 55 wind turbines it purchased from the Sacramento Municipal Utilities District in 2011 and 2012, lost its appeal to the county’s Assessment Appeals Board.

Bunting said the county faces 11 other claims from four wind turbine companies.

Supervisor Erin Hannigan was absent. She is on vacation.

In other action, the board:

Recognized Shaney Brinsmead, with the County Counsel’s Office, as Employee of the Month for April.
Adopted a resolution recognizing April as National County Government Month in Solano County.
Renewed the annual delegation of investment authority to the County Treasurer for fiscal year 2018-19 and approved the proposed County Investment Policy and the proposed County PARS 115 Trust Investment Policy.
Approved a five-year contract for $230,000 with Democracy Live LLC to provide online ballot and accessible sample ballot delivery services for April 1 through Dec. 31, 2022.
Renewed an agreement for $125,660 with Gartner Incorporated for a one-year subscription to its advanced planning and research services.
Approve a third contract amendment with Sierra Vista Hospital for $127,113 to provide additional acute psychiatric inpatient treatment services. The total contract amount is now $322,113 through June 30.
