State utility regulators face 400-megawatt wind project

PIERRE – Two more wind farms are on the agenda for South Dakota regulators.
The three elected members of state government’s Public Utilities Commission are scheduled to decide Tuesday what the avoided cost should be for a wind-powered electricity project planned in Aurora and Brule counties and was planned for Davison County.
Northwestern Energy needs additional electricity in 2019. Consolidated Edison Development wants to provide electricity from wind turbines and be paid $60.70 per megawatt-hour.
The amount reflects $11.63 of avoided carbon expense. The commission’s staff said in June that carbon costs haven’t been allowed by the commission in the past and make Con Ed’s request “unreasonable on its face.”

The commission held an evidentiary hearing April 11-12.
The second docket on the commission’s agenda Tuesday is a 400-megawatt project featuring up to 200 wind turbines proposed in Clark County about eight miles north of the city of Clark.
The project’s developer is Crocker Wind Farm, a subsidiary of Geronimo Energy from Edina, Minnesota.
The company also seeks to build a 345-kilovolt line covering 6.5 miles within the boundary of the project’s 29,331 acres. The overhead line would connect with Basin Electric’s Groton-Watertown transmission line.
The commission plans to hold a public-input meeting in Clark on Wednesday, Sept. 13, at 6:30 p.m. CT. The meeting is in the Clark elementary school’s gymnasium at 200 Second Ave. NW.
Some of the Crocker facilities would be on grassland easements controlled by the U.S. Fish and Wildlife Service, making an environmental assessment necessary.
