Land of official’s firm in wind project

EDENTON – The family farming operation that includes the chairman of the Board of Commissioners would be the second-largest lessor of land on the Chowan side of a proposed 300-megawatt wind farm project expected to straddle Chowan and Perquimans counties, a permit application shows.

The Timbermill Wind Energy Project’s conditional use permit application lists Adrien Smith Jr. and Sons Inc., as having more than 1,200 acres in the proposed wind farm project.

Chowan Board of Commissioners Chairman Jeff Smith is a partner in Adrien Smith Jr. and Sons.

Smith has been advised by the Chowan County attorney not to vote on project-related matters and has indicated he does not plan to participate in votes or discussions on the wind farm project.

Weyerhauser Company is by far the largest landowner on the Chowan side of the project, with 1,870 acres involved. The bulk of the proposed wind energy generation facility would be located in Perquimans.

Timbermill Wind LLC, a division of Charlottesville, Va.-based Apex Clean Energy, last month filed an application for a conditional use permit for a wind energy generation facility in the two counties.

The portion of the project located in Chowan is slated to include 48 wind turbine generators with a maximum tower height of up to 394 feet, according to the application.

The conditional use permit will require a quasi-judicial hearing before the Chowan Board of Commissioners.

The application includes reports prepared for Apex that analyze issues such as shadow flicker, ice, property values and sound.

A copy of the permit application is available for review at the Shepard-Pruden Memorial Library. The application also is available for review in the county’s administrative offices at the Public Safety Center on Freemason Street.
