Bourne Board of Health seeks more info on South Plymouth turbines

The Bourne Board of Health has informed Future Generation Wind LLC that its turbine project at the cranberry tract owned by Keith A. Mann in Head of the Bay requires more documentation.

Mann has sold his turbine project to ConEdison Solutions of Kansas, and efforts continue to assure delivery of turbine parts from New Bedford to South Plymouth just over the Buzzards Bay line at Head of the Bay Road.

The health board on Aug. 26 reviewed delivery developments and unanimously decided there has been “insufficient documentation provided about the nature of the wind project; and more information will need to be supplied for the board to determine if the proposed wind turbines will have an effect on Bourne residents.”

A health board bylaw governing review of turbine projects that affect town residents was adopted as an unassociated wind-farm proposal – New Generation Wind off Scenic Highway – was being reviewed and ultimately rejected by the Cape Cod Commission.

Bourne Town Counsel Robert S. Troy last month ruled the Bourne bylaw could be applied to the Mann project in Head of the Bay at South Plymouth.

That application evolved with a notice to Future Generation that if its turbines do not comply with board of health regulations, a variance will be necessary in order to protect the health of Bourne residents.

The Mann project has satisfactorily completed regulatory review by state and Plymouth authorities. Turbine equipment, some of it bought in Europe, has been shipped across the Atlantic to New Bedford.

Final roadway delivery by Gamesa Wind LLC has been assured from the city to Buzzards Bay via Main Street and scenic Head of the Bay Road, where a set of 800-foot-long guardrails would have to be removed to accommodate bringing the equipment to the Mann acreage.

Bourne selectmen have not approved that necessary roadway easement permit yet. They have awaited health-board review demanded in part by some Bournedale residents a mile away who say their way-of-life and daily routines will be adversely impacted by the turbines across the town line.

Troy in his July opinion said it falls to selectmen to “maintain a public way.”

There are five turbines, meanwhile, operating on Joint Base Cape Cod and another on the western edge of the Massachusetts Maritime Academy campus at Taylors Point.
