Hudson annexes New York wind

US outfit Hudson Energy Development has taken over the moribund Galloo Island wind project in upstate New York and has re-started the permitting process.

Initial proponent Upstate NY Power Corp., a Pattern Energy subsidiary, had received state approval for an 84-turbine 254MW project. However its transmission line application was cancelled in 2013 and the project was shelved.

Hudson has slashed the number of turbines to 31 and cut capacity by more than half to 102.3MW, according to regulatory filings. It anticipates installing up to 3.3MW turbines with a maximum tip height of up to 575 feet and a rotor diameter of up to 430 feet.

The Albany, New York-based developer has submitted a preliminary public involvement program to the state Siting Board, the first step in the Article 10 permitting regime. A preliminary scoping statement may be filed in about five months.

The 2000-acre Galloo Island comprises mostly vacant land and is located in Lake Ontario, six miles from the mainland in the Town of Hounsfield, Jefferson County.

The wind farm is planned to interconnect to the state power grid via a 150kV underwater cable. An interconnection request has been submitted.

The proponent plans to hold two public open houses, with the most likely dates in July and August.

Hudson, which was founded in 2013, is also developing solar plants in the eastern US.
