Council wins Starbold Wind Farm Appeal Decision

Stratford on Avon District Council | 10/06/2014 | Press release |

Stratford-on-Avon District Council has been successful at appeal in defending their reasons for refusing proposals by Broadview Energy Ltd to erect 4 wind turbines at land between Bishops Itchington, Gaydon and Knightcote, known as Starbold Wind Farm.

The Public Inquiry into the appeal commenced on 10 September 2013 and lasted for 10 days and related to a planning application for the proposed erection of 4 wind turbines, up to a maximum tip height of 125 metres high, and other ancillary development including a new vehicular access off the Gaydon Road (B4451), access tracks, vehicular accesses, crane hard standing areas, a control building, underground cabling, construction compound and meteorological mast.

The Secretary of State has agreed with the recommendations of a Government Inspector and dismissed the appeal on the following grounds:

The adverse effects on the living conditions of nearby residential properties with particular reference to visual impact.
The adverse impacts on the character and amenity of the local landscape including public views from the Burton Dassett Hills Country Park.
The adverse impacts on the setting and function of the Beacon Tower at the Burton Dassett Hills.

Councillor Sir William Lawrence, Environmental Services Portfolio says: “It is good to see that the Inspector’s decision supports that it has to be in the right place or have a negative impact on the community. Naturally, wind energy is important and should not be overlooked in the right locations.”

The District Council refused the application on 12 February 2013 on the grounds that the proposals would be harmful to:- the character and appearance of the landscape; the amenity of some nearby residential properties; aviation safety; some heritage assets, particularly the setting of the Beacon Tower at the Burton Dassett Hills; archaeological remains; and would interfere with microwave links.
