Dumfries and Galloway Council is to lodge a formal objection to plans to expand a wind farm near Moffat.
Wind Prospect Limited wants to build a further seven turbines to add to the 68 already approved at Harestanes.
However, local planning councillors have backed the recommendation of officials to oppose the scheme.
They argued that the location and design of the proposed development would adversely impact on the character of the area.
The Scottish government will have the final say as to whether or not the expansion can proceed.
