Wind turbine rules changed

Kingston’s annual Town Meeting recently approved two measures related to wind power, one a two-year moratorium on new wind turbine proposals, and the second a zoning rules change that requires a wind power developer to prove that shadow flicker would have no impact on neighbors. The new requirement that wind projects have no effect on neighboring households was approved by a vote of 101-43, despite opponents’ contention that it creates an impassable barrier to new commercial wind power proposals. Zoning rule changes require a two-thirds majority. Backers of the moratorium said it gives the town time to “catch up” to new studies and findings on the impact of wind turbines that would help the town address any new proposals.
