Black Creek Township supervisors discussed the result of an auditor general’s report for 2009 through 2013, which resulted in only one finding in five years.
Supervisor Dennis Feerrar said the township requested the audit, which found an error on a time sheet code in August 2010 in which employees were paid out of a state fund. The matter will be rectified and $730 paid back to the state, he said.
The township remains on the hook for $96,650.61 in Liquid Fuels funds that were improperly paid to two former supervisors through fraudulent payroll records, Feerrar said.
Should the township be forced to pay back the money out of the general fund, which currently stands at $107,000, Black Creek could become a distressed township, he said.
The township has filed a claim with Travelers Insurance for the funds paid to Donald Nenstiel and Rick Whitebread, Feerrar said, but no determination has been made.
The township also wrote to the state Department of Transportation seeking relief and requesting that the township, if required to pay back the funds, be allowed to do so over time rather than in a lump sum, he said.

Due to a serious illness, the zoning solicitor has not been able to write the decision, and attorney Peter Fagan, representing Buck Mountain, offered to do so. The decision will be forwarded to the zoning board to ensure the document is accurate, solicitor Donald Karpowich said.
Karpowich also told Fagan that the township would like Buck Mountain and the landowner to sign the stormwater management agreement, which would allow the township to enter the property and correct problems if they should arise.
Library
Black Creek and North Union townships plan to write the Hazleton Area Public Library about fulfilling its agreement to provide a sign and computers at the library, given the townships’ fundraising commitment, said Supervisor Bonnie Adams.
Volunteers
The township is looking for volunteers for the Great PA Cleanup on April 26. The township supplies the bags and picks up the trash. Anyone interested should contact Adams or Marie Welsh.
Contract
The township awarded a contract for a ductless heating, ventilating and air conditioning system for the Nuremberg Community Players’ building. Karpowich said that after previous bids for work at the building came in higher than the grant, these bids were in line.
