Citizen committees to assist with communication regarding future wind turbine projects

TRURO – Colchester County residents interested in learning more about future proposed industrial wind turbines will be assisted through the formation of a citizen monitoring committee for such projects.

County Council on Thursday night approved the final draft for the terms of reference that the committees will work under.

The creation of the committee is in conjunction with a new wind turbine bylaw recently approved by council.

“The purpose of a Citizen Monitoring Committee … shall be to provide a forum whereby individuals interested in a wind power project can receive information … and express any comments or concerns that they may have (regarding such proposals)… ,” a staff report to council says.

Information resulting from such committees will then be addressed with the municipality and/or the respective developers of wind project applications.

The committees will be chaired by the municipal councillor for a given district where a project is proposed, with membership to consist of another councillor from an adjoining district, two citizen representatives, to be selected by council’s nominating committee in conjunction with the councillor from the affected area.

Citizen reps must own property within two kilometres of the boundaries where it is proposed that a wind power project be situated.
