Wind moratorium was no stall tactic

I’m writing in regard to The Nov. 7 editorial about the moratorium petition in Peru, which garnered 59 percent of the vote but fell short of passage by 20 votes. The editorial says that the moratorium was a stall tactic. I would like to set the record straight, since I helped put the petition together as a member of The Concerned Citizens of Peru.

We submitted our petition a month before the developer submitted its application for a special permit to build a wind farm. We were told by this same developer that he would not go forward with a development unless there was a clear decision or clear bylaw at a Planning Board public hearing back in June. So we had no reason to believe there would be a development, since the voters rejected a a bylaw amendment supported by the developer back in July.

We submitted our moratorium petition to give the town more time to consider ways to improve the current bylaw and to consider health effects due to recent developments in Florida and Falmouth.
