ZBA moves project ahead in split vote

The Philipstown Zoning Board met Tuesday evening for a little over an hour to hash out the remaining details of a long-debated residential wind turbine project at 200 Long and Winding Road, in Garrison—and after all was said and done, the project was approved to move ahead.
