Interior IG flags issues at offshore renewable energy program

The Interior Department’s offshore renewable energy regulations are incomplete and contradictory, and should be fixed before Cape Wind begins construction shortly, the agency’s inspector general says. The report recommends Interior finalize the appropriate regulations and document internal procedures. The IG also flagged a secretarial order giving BOEM regulatory oversight of offshore renewable energy, in addition to its development role – a move designed to help streamline the nascent program, but a potential conflict of interest, the IG says.
