SBC councillors oppose Hornburn windfarm appeal

A quartet of Berwickshire councillors have written to the Scottish Government Reporter, voicing their opposition over the Hornburn windfarm appeal.

Before a final decision had even been reached on the development developers Energiekontor lodged an appeal on the grounds of non-determination on the part of Scottish Borders Council.

But local councillors Michael Cook, Frances Renton, Jim Fullarton and John Greenwell argue that this argument is flawed on the basis that SBC sought agreement on an extension on the original determination date of February 28 to April 29.

Their letter, praised by action group Sustaining Beautiful Berwickshire, reads: ‘While the Appellant can point to the fact it did not explicitly consent to any extension, its continuing dialogue with the council, taken together with its failure to reject a requested extension clearly implied acceptance.’

Energiekontor lodged their appeal on April 11 and another issue which the councillors take up in their correspondence is the expense of their action’s on SBC’s purse and taxpayers, they conclude: ‘Assessment of this application is much more straightforward than is usual. The generic benefits of the scheme would in no way outweigh its overridingly harmful impacts.’
