Moyne Shire’s wind bill outrage

Moyne Shire has voiced its outrage at a state government bill that could see it responsible for enforcing sound testing and every single fine line on a wind farm permit.

In a convoluted bill before State Parliament, councils will become responsible for enforcing permits issued by planning minister Matthew Guy – and according to Moyne Shire it might have to do it for free.

Councillors had no illusions about what this would mean for their small planning department.

“It’s beyond common- sense,” Cr Colin Ryan said.

“If this bill gets through it will mean that we are responsible for the enforcement of the noise conditions,” he said.

“It’s deceptive and underhanded by our state government.”

Council members unanimously voted to write to the minister and Premier Denis Napthine expressing their anger.

But confusion is still rife among councils about what the bill will actually mean.

Moyne Shire CEO David Madden said there had been consultation on the bill “years ago” but council had little idea on the impact of the changes.

“We’re as confused as anyone,” Mr Madden told The Standard following the meeting.

Moyne Shire believes the minister will set requirements for wind farms but that it will then be up to the council to enforce them – even if it’s a requirement council opposes.
