Wind farm put on hold

An application for occupancy of right of way in Custer County for transmission lines for a proposed wind farm has been put on hold while one of the key players in the project looks to work further with neighbors to limit inconveniences to them as the project moves forward.

At the Feb. 6 meeting of the Custer County Commission, the commission tabled any action on the application at the request of Frank Rapp, whose mother owns the land in Shannon County the proposed wind farm would be constructed on.

The county’s role in the project is to decide the fate of the application for occupancy of right of way in Custer County, as the plans for the project calls for the placement of transmission lines along Riverside and 7-11 roads on the eastern side of the county to a pair of substations that U.S.-Europe Energy Group, LLC would construct. There would be two main carrier lines, one the Western Area Power Administration (WAPA), and one Black Hills Power. Rapp has said the proposed 23-mile path is the easiest, cheapest route to get power from the wind farm to the substations.

Some neighbors in the area of the project complained at a previous meeting of the commission, saying they didn’t approve of all the construction, noise and view obstructions that would be a result of the project. The land the farm would be on borders Custer County.
