Minnesota wind projects on hold

Thirteen proposed wind farms in Minnesota have state-approved site plans but are on hold, lacking agreements to sell their output to a utility or other power user. Slack electricity demand and uncertainty over the federal wind tax credit are among the factors affecting such deals.
