Inquiry resumes into nine-turbine wind farm plan at Orby in Lincolnshire

A public inquiry into a proposed wind farm is to be resumed again to hear new evidence relating to noise.

Campaigners against plans by Mark Caudwell Ltd to create nine wind turbines on land off Marsh Lane, Orby, were expecting a decision to be made in the New Year but that decision is now likely to be delayed so the inquiry can hear new evidence.

An eight-day public inquiry took place at Hogsthorpe Village Hall before a government-appointed planning inspector in October.

The community has had a 10-year battle as plans continue to be resubmitted or appealed through the planning process.

During the public inquiry, member of the public Angie Smith submitted noise evidence.

The appellant was given two weeks to rebut the noise evidence and in that time, new data emerged which now has to be publicly scrutinised.

The data submitted by the appellant is in relation to wind shear on the land.

Mr Caudwell needs to advertise the new evidence for public consultation before the inquiry will resume.

Mrs Smith, who is also a district councillor, said: “As a lay person, I have been extremely shocked at how poor the environmental statement on noise was conducted.

” Along with numerous errors and inconsistences in data and processes, the appellant has now introduced previously unseen data into the inquiry that has been measured over 13 years, but has never been referenced by them at all in the last 10 years they have tried to get permission to build this wind farm, and has not ever been put before the public eye for scrutiny.

“Noise is becoming more and more recognised as a major issue with wind farms, and to treat it with such disregard I think is atrocious.”

Lincolnshire County Councillor Colin Davie said “From the outset I have maintained that the applicant had failed to address properly the environmental impacts that his application had raised.

“The fact the inquiry now has to reopen to hear new evidence on noise submitted by Mark Caudwell Ltd only indicates how shoddy the original application was.

“More worryingly this is going to place a further additional burden on the hard pressed taxpayers of East Lindsey.”

Mark Caudwell Ltd aim to advertise the new data in December with the aim of resuming the inquiry for a date in January.
