Blackburn wind farm appeal

Wind farm developers who received a knock back when their six turbine wind farm at Blackburn, Grantshouse was refused planning consent are appealing against that decision.

Scottish Borders councillors turned down the application on the grounds that it conflicted with a range of policies within the Scottish Borders Structure Plan 2001-2018 and the Scottish Borders Local Plan. The main issues were: the postion in the landscape and the impact the turbines would have on it; height of the turbines (126.5 m); layout of the development; and the potential cumulative and sequential impact together withother wind energy developments.

Volkswind UK are appealing against the council’s decision to refuse, their argument being: the accuracy and validity of reasoning within the planning report; the robustness of the decision notice; the landscape and visual effects are not such that they justify refusal; and the development is sustainable and accords with national policy.

The developers were one of six wind farm companies written to by Scottish Borders Council in June this year about their planning applications for Berwickshire based wind farms. All were told that the applications would be recommended for refusal because of the height of the turbines and impact on the surrounding landscape.
