Heartland turbine makes no fiscal sense

Heartland Community College recently announced that its wind turbine is now working. The article states that “savings from reduced utility bills over 15 years are expected to cover Heartland’s share of the project.” Its share comes to $3.74 million, after the state and federal grants totaling $1.46 million.
Would any competent businessman invest $5.2 million to maybe break even after 15 years, or if government funding is taken into consideration, more like 25 years??
Is it any wonder most all government and government entities in the good old USA are under water financially?
