Turbine would disturb residents with noise

Town Planner Lisa Bryer was quoted in the Jamestown Press (“Planners tilt towards turbine,” April 12) in an article about the proposed wind turbine saying that “the expected noise level of the spinning blades would be no more than 60 decibels at any property line.”
But the January 2009 Terrestrial Wind Turbine Siting Report issued by the state of Rhode Island recommends, “Developers of a wind turbine project must demonstrate the ability of the project to meet 35 dBA in the evening, and 45 dBA in the daytime for residential areas and can not increase background tonal sound by 3 dB.”
The proposed turbine location – Taylor Point – would clearly violate those guidelines, and would create a never-ending-noise nightmare for people who are unfortunate enough to live within hearing distance, which can be as much as half a mile in certain atmospheric conditions.
Their dream of living in a quiet country town would be gone forever. That is why we have zoning, to prevent the construction of a gigantic, noisy industrial apparatus one-third the height of the Empire State Building adjacent to a residential neighborhood.
