Ill wind blowing for Bournedale turbine project

BARNSTABLE – A Cape Cod Commission subcommittee officially decided Wednesday to withhold approval of the four-turbine New Generation Wind project proposed for Bournedale.

The five-member panel voted unanimously to pass the negative vote along to the full county regulatory board, which is scheduled to meet Nov. 10 to discuss and vote on the project.

A report by commission staffers, compiled after a subcommittee meeting last week, details why subcommittee members decided New Generation didn’t belong in Bourne. Members determined that the project had more probable detriments – such as negative effects on Bourne’s water supply and the proximity of the project to Bournedale Elementary School – than benefits, such as its tax benefits and the green energy that would be created, according to the document.

The project must conform to more than 200 minimum performance standards for a subcommittee to recommend it to the commission.

Additionally, the project fails to conform to some of Bourne’s zoning laws, chief regulatory officer Kristy Senatori said Wednesday.

Subcommittee members determined that the proposed project does comply with Bourne’s local comprehensive plan, one of the only hurdles the project overcame during its lengthy review process.

The materials and written testimony that the subcommittee reviewed to make its decision were “lengthy and extensive,” Senatori said.
