Palmyra sets special wind meeting for Tuesday

PALMYRA TWP., Mich. – The Palmyra Township board has two meetings planned next week on a proposed wind ordinance.

A meeting at 7 p.m., Tuesday, Oct. 11, will give the board the opportunity to review comments and notes from township attorney Frank Riley. Then, at 7 p.m., Thursday, Oct. 13, the board will host a public hearing to hear comments on the proposed ordinance.

“We have gone through the ordinance,” Supervisor Jim Isley said. “(But), nothing has been voted on.”

The township planning commission approved the ordinance in August and the township board has conducted a series of special meetings in recent weeks to review the proposal. Board members received Riley’s notes and comments at Thursday’s regular monthly board meeting. Isley suggested trustees look over the notes and bring their own questions and comments to the meeting Oct. 11.

As drawn up, the ordinance would prohibit siting a turbine less than 1,320 feet from an inhabited structure. Nor could one be installed in any location where it might interfere with reception for radio, television, personal and public alarms, wireless telephones or any other personal communication system.

A wind turbine could not exceed 50 decibels at any inhabited structure under the proposal, which also restricts shadow flicker to no more than 30 hours per year unless the affected property owner provides written permission.

Palmyra has been among the Lenawee County townships Great Lakes LLC selected for siting a series of wind turbines. At the Blissfield Wind Energy Project Open House on Wednesday, officials said the project has been scaled back with no turbines slated for either Riga or Palmyra townships. Riga Township approved a zoning ordinance in July.

The energy generated by the turbines would be sold to Consumers Energy. Great Lakes Wind is affiliated with Exelon Wind, a division of Exelon Power.
