Meeting planned Tuesday on Columbia Plateau proposal

Columbia Plateau Energy Facility has proposed a westward expansion of the existing wind power overlay zone in east Kittitas County for a future wind generation project.

The Kittitas County Planning Commission will consider the proposal at 6:30 p.m. Tuesday at the courthouse, and county commissioners have scheduled an Oct. 25 public hearing at the fairgrounds.

One of the concerns expressed by the opposition has to do with an environmental review of the proposed expansion in accordance with the State Environmental Policy Act and the state Growth Management Act.

A check with county Planner Dan Valoff indicated the environmental review is under way on the expansion and 16 other requested changes to the county’s comprehensive plan.

Valoff said 5 p.m. Monday is the deadline for public comments on the probable impacts to reach the county Community Development Services office, 401 N. Ruby St., in Ellensburg.

After comments are evaluated, the county will issue a threshold decision on the level of impact each change creates, including the zone expansion.

Valoff said a determination of non-significant impact is being considered for all the changes, which are amendments to the county comprehensive plan and development regulations.
