Let Cape Wind go first before building any more

Cape Cod Times, www.capecodonline.com 6 October 2011

The late Sen. Daniel Patrick Moynihan once famously observed that everyone is entitled to their own opinions, but not their own facts.

It is a fact that adopting the Cape Cod Commission’s proposed offshore wind rules would give potential developers a welcome mat and a road map to locate at least 24 industrial wind turbines 2-3 miles off our coast, and perhaps hundreds more. The state’s ocean plan says the commission, and only the commission, can designate the “appropriate scale of wind development” in our waters. There is no time limit, and no provision for the state or anyone else to so designate if the commission does not.

The Assembly of Delegates had it right in rejecting the plan. Let’s wait and see the impact of Cape Wind’s 130 wind turbines 5-7 miles off our coast before inviting any more. Sometimes doing nothing is the best policy, and I call on the Assembly, the Barnstable County Commissioners and/or the commission to nominate another District of Critical Planning Concern, which is a one-year moratorium allowing for further study.
