Hammond schedules wind law hearing

HAMMOND – Town residents will have one more chance to speak on the proposed wind facilities law at 7 p.m. Oct. 3 at Hammond Central School.

The hearing will focus on recent changes adopted by the Town Council based on recommendations from the St. Lawrence County Planning Board.

While there are several minor changes and clarifications recommended by the county board, the adjustment with the most impact to the law was an additional setback from adjacent town lines. When combined with other setbacks included in the law, the area which can be developed for large wind energy convergence systems is reduced to less than 1.3 miles of the total 30.3 miles in the wind overlay district.

Town Supervisor Ronald W. Bertram said another notable change was clarification regarding adjacent property owners’ right to allow a variance on setbacks specific to their properties.

“If two people own properties that are next to each other, property owner A and property owner B could come to an agreement that would allow them to waive the required setback from their property line,” he said.

Mr. Bertram said this idea was in the proposed law, but was clarified in the county recommendations that it would be done as part of the permit process.

“We wanted to make it very clear cut that they can do this as part of the permit applications,” he said.

The public hearing will not include discussion of a real property value guarantee, as it is not part of the proposed law.

“This meeting is basically to discuss changes specific to the county recommendations. We already had a hearing on the rest of this,” he said. “We are still working on the RPVG (real property value guarantee) and that will come as an amendment to this law.”
