County Board votes no on TIF district

Carroll, Iowa – The Carroll County Board of Supervisors voted 3-2 Monday morning not to move forward with the possible TIF on the two wind turbine fields in Northwest Carroll County. Supervisor Neil Bock led the discussion saying it would be a bad gamble and a financial risk he doesn’t want to put the county into. He says there is no guarantee what the state may do and if they will continue to back fill schools for TIF money lost”. Supervisor Gene Meiners then asked Bock if he believes Carroll County will eventually get backed into a corner to which Bock says he doesn’t think the county will. Board Chairman Marty Danzer says loads will continue to get heavier on gravel and paved county roads which he believes will place the county in a tough situation similar to other surrounding counties. He wondered what the county would do if federal money continues to be reduced. Supervisor Dan Nieland says he wants to do the projects that County Engineer Dave Paulson has listed but says they can do them with G.O Bonds. Supervisor Meiners believes the county could do the TIF and still have the flexibility to do a G.O bond if needed. Supervisor Mark Beardmore says the county is blessed and all those involved did their due diligence but says it’s about doing what’s right for all taxpayers. Danzer made a motion to move forward which was 2nd by Meiners. Nieland, Bock and Beardmore voted against and the motion failed 3-2.
