School grounds no place for turbines

I see that wind turbines are being erected in school yards in Scotland and that local authorities and the Health and Safety Executive are ignoring all warnings regarding their potential danger. Wind turbine blades have been known to shatter whilst revolving at high speeds. If this happens, blade fragments can be thrown up to 200 metres. Shards of glass fibre are razor-sharp.
If one puts the search term “exploding Danish wind turbine” into Google or You Tube, there is a film of a wind turbine in Denmark literally blowing apart in strong winds while filming, because the safety mechanism which should have prevented it from turning failed to work. Deadly glass fibre and metal fragments were thrown over 250 metres.
I don’t think that a school yard, or even close proximity to a public path or road is a safe place to erect a dangerously revolving wind turbine.
Must an accident happen before action is taken?
