IDA sets turbine hearing

By Rick Miller, Olean Times Herald, www.oleantimesherald.com 8 June 2011

ELLICOTTVILLE – The Cattaraugus County Industrial Development Agency agreed Tuesday to hold a public hearing on an application by EverPower for IDA benefits for its proposed $160 million wind turbine farm in the town of Allegany.

Approval for a public hearing was contingent on approval of a special use permit by the Allegany Town Planning Board and initial approval by the Allegany Town Board. The IDA board also approved a preliminary environmental review, also contingent on approval of the town’s State Environmental Quality Review Act (SEQRA).

The IDA has been involved in negotiating a payment in lieu of taxes (PILOT) agreement where EverPower will agree to make annual payments to the Allegany-Limestone Central School District, Cattaraugus County and Town of Allegany based on the projects megawatts. At $5,000 per megawatt, the project will generate $360,000 to be divided among the school district, county and town. The town would also receive a separate host community fee and the fire district will receive $100,000 a year under the proposal.
