Ingersoll subdivision plan creates large lots where turbines are planned

BUZZARDS BAY – The preliminary subdivision plan filed by Tudor Ingersoll of Buzzards Bay and Samuel Lorusso of Hyannis to lock in and preserve zoning rights on tracts where they also plan a controversial seven-turbine wind farm off Scenic Highway consists of seven large lots.

The plan dissolves dozens of small lots, combining them into larger lots and also dissolving streets never built in old subdivision plans. Three large new lots would be created off Ernest Valeri Road, the approach from Scenic Highway and Heather Hill Road to the new Bournedale Elementary School.

The EdgeHill Park subdivision plan was filed with Town Clerk Barry Johnson’s office May 6 before voters at a May 9 Special Town Meeting successfully amended the town’s turbine-siting bylaw to preclude industrial-grade structures anywhere in Bourne.

The subdivision filing locks in the old zoning under which the controversial wind-farm plan can be reviewed, should it pass muster with the Cape Cod Commission.

Town Planner Coreen Moore said the Ingersoll/Lorusso lots would be about 800 feet from the Pilgrim Pines subdivision- where more homes are planned off Settlers Way – and Heather Hill Road lots to the east.

“This plan also encompasses land planned for the Ingersoll green-technology campus,” Moore said.

There is some disagreement about the zoning bylaw that would govern New Generation Wind turbine review, but Moore and Town Counsel Robert Troy say Ingersoll/Lorusso have locked in the zoning prior to it being revised by voters. The amended bylaw now faces cursory review by the Massachusetts Attorney General’s Office.
