Complaint alleges wind developer failed to register as lobbyist

ST. PAUL – An opponent of a proposed wind farm in Goodhue County has filed a complaint with the state alleging that one of the project’s developers may have failed to register as a lobbyist.

Kristi Rosenquist filed the complaint against National Wind Senior Wind Developer Chuck Burdick last month with the Minnesota Campaign Finance and Public Disclosure Board. The Zumbrota Township resident said she knows Burdick has been at the Capitol and met with lawmakers and she wants investigators to determine whether he should have been registered as a lobbyist.

Burdick could not be reached by deadline for comment.

Lobbyist

• An individual who communicates with public or local officials or encourages others to communicate with them must register as a lobbyist if they are paid more than $3,000 a year from all sources of lobbying or spend more than $250 on lobbying or spend more than 50 hours in any month if the individual is a non-elected official or an employee of a political subdivision.

•Anyone meeting this definition must register within five days of becoming a lobbyist.
