HARTFORD – A bill that proposes to regulate the siting of power-generating wind turbines barely survived a second committee vote on Monday.
The Democratic-led Planning and Development Committee voted 9-8 along party lines to advance legislation that even its committee supporters said needs reworking to ultimately pass.
The bill directs the Connecticut Siting Council, in consultation with the departments of Public Utility Control and Environmental Protection, to adopt regulations concerning the siting of wind turbines.
The legislation also requires the siting council to adopt regulations before acting on any applications for wind turbine projects. This provision could effectively halt proposed wind farms in Prospect and Colebrook for the time being.
