Senate passes wind bill

RICHMOND – Sen. Frank Wagner’s bill for local ordinances addressing renewable energy sites passed the Senate last week, 34-4, in its substitute form.
The original proposal was reworked to one that does not require localities to enact ordinances for wind and solar facilities.
The revised bill requires any local ordinances which are developed on solar or wind energy projects provide siting criteria, and be consistent with existing ordinances and the Commonwealth Energy Policy.
Sen. Creigh Deeds, who abstained from voting on the measure in the Commerce and Labor Committee, voted in favor of the bill as proposed to the full Senate Feb. 4.
Sen. Emmett Hanger was not present for personal reasons when the bill came up for a vote.
Following “crossover day,” the bill has reached the House of Delegates, where it was referred to the House Commerce and Labor Committee.
Highland County supervisor Robin Sullenberger, who sought more information about the bill in Richmond last week, said there was “no real discussion and no additional clarification on Wagner’s bill” that he heard.
