North Kingstown Town Council passes wind turbine moratorium

NORTH KINGSTOWN, RI – The Town Council unanimously passed a six-month moratorium on any new wind turbine proposals Monday night.

The measure will not apply to two 427-foot turbines already proposed by Wind Energy Development LLC. One, at the North Kingstown Green housing development, has already been approved by the town. The other, at Stamp Farm on Route 2, is before the Planning Commission,

The Stamp Farm turbine, which has met heated local opposition, is being considered under a wind-energy ordinance passed by the Town Council on Sept. 27. Council President Elizabeth Dolan said the moratorium will give the council time to reconsider its wind ordinance for any future wind-turbine proposals.

Town officials said that once the Stamp Farm application was completed and accepted for consideration by the Planning Commission, the council could not retroactively pass a measure that would affect the process.
