Siting council steps cautiously into wind decision

The Connecticut Siting Council, best known for deciding where cell towers are placed, is about to tackle its first wind-power proposal, one that has already generated considerable controversy in Prospect.

Its second proposal is expected to be filed this week – the same company wants to put six turbines in Colebrook.

Residents familiar with the sprouting of cell towers over the past decade know that process evolved as the council learned from experience. The council, facing a similar learning curve concerning wind power, and with a new executive director, has reached out for help. The council hired a consultant to guide the state board through the permitting process. The firm, Epsilon Associates of Maynard, Mass., specializes in assessing renewable energy projects and their impact on safety, environment, noise and other factors.

As of last week, Epsilon was still reviewing the 200-page application for Prospect, according to Epsilon’s manager for this project, Michael Gurski.
