Clayton issues second moratorium on wind development

Quincy Herald-Whig, www.whig.com 23 October 2010

The Clayton Village Board has issued a second moratorium on wind energy development.

The board last week approved a three-month moratorium on development within village boundaries and the surrounding 1.5-mile radius. It passed a resolution calling for a two-month moratorium in August.

Board President Sam Miller said the moratorium was approved while the issue makes it way through the Zoning Board of Appeals, which has scheduled a second public hearing at 6:30 p.m. Monday at the Clayton Community Building, 108 N. Jefferson.

Village trustees and the Zoning Board of Appeals heard from Clayton and area residents during a public hearing Aug. 9, the day before the Adams County Board approved revisions to the county wind energy ordinance.

Acciona Energy North American has been developing the $300 million Prairie Mills Wind Farm with Global Winds Harvest in the Camp Point, Clayton and Golden vicinity. All three communities have taken initial steps to limit the construction around them, in accordance with state law.
