Wind farm project still eligible for financing

DOUGLAS – Despite unexpected delays, the 11-turbine, 27.5-megawatt Douglas Woods Wind Farm project is still on track for eligibility for financing and a federal grant by Dec.31, American Pro Wind Project Consultant Rod Jané told the Board of Selectmen last night.

American Pro Wind submitted a site plan review application to the Planning Board in June and had almost completed a site survey to address environmental impacts, but vandalism of the site in July set back the study several weeks. The survey, which had to be redone, will be submitted later this month.

Douglas Woods’ power purchase agreement with NSTAR was also sent back to the drawing board after a Canadian utility sued the state for discriminating against out-of-state bidders in its renewable energy regulations.

“It shouldn’t change the dynamics of the RFP (request for proposal) considerably, but it has to be redone,” said Mr. Jané. He expects a new agreement to be signed in October.

Mr. Jané said he expects to have an interconnection agreement with ISO-New England and National Grid signed by November for co-locating power transmission in Webster.
