Seven wind farms could be set up by South Gloucestershire Council to generate its own “green” energy.
The potential sites have not been identified but are on council-owned land within the district.
Four of them could be suitable for up to four turbines, with the rest possibly only capable of housing a single structure.
Each turbine could make up to £25,000 a year by supplying energy to the national grid.
But the authority has admitted the proposals could receive a “mixed public response”, especially if close to homes.
The sites have been included in a report commissioned by the council last year, which is about to be presented for the first time to members of its cabinet.
South Gloucestershire Council said its officers worked with the commercial organisation Partnership for Renewables (PfR), a subsidiary of the Carbon Trust, to look at potential sites that were at least 450 metres (492 yards) from housing.
The initial site identification was done without visiting them and without informing or consulting any occupiers.
Until that is done, South Gloucestershire Council said it would not reveal where the sites were.
